By Judgment of 3 December 2019, Mr Justice Stephen Davies sitting as a High Court Judge ruled that the Defendant’s formulation of the issues for exert evidence was to be preferred as the role of experts should be limited to explanation rather than opinion on the Defendant’s approach to assessment of the successful bidder’s financial standing.
