Sha Tin Central Rail Link Inquiry

Philip Boulding K and Sean Wilken KC have acted in a high-value public inquiry set up by the Hong Kong Government to investigate alleged defects and causes thereof arising out of the construction of substantial extension works (including new railway platforms and lines) to the Hung Hom Station, Kowloon, Hong Kong. The project has given rise to serious public safety concerns.
The inquiry involves various parties, including Leighton Contractors Asia Limited and various Hong Kong Government Departments, as well as various sub-contractors and consultants involved with the development. The public inquiry is very high profile and potentially politically explosive and could result in changes to the way in which such complicated construction and engineering projects are let, constructed and project-managed.
The inquiry took place from October 2018 to January 2019, and the Commission’s findings are awaited. The project has received high coverage from Hong Kong television and newspapers.
