In this updated practice note, Simon explains the public procurement regime established by the Public Contracts Regulations 2015 (SI 2015/102) (PCR 2015) as it stands before entry into force of the Procurement Act 2023. The existing regime will continue to have relevance for some time given transitional rules. The practice note covers who must comply, in scope contracts, frameworks, the obligations if the main rules do apply, key principles and modifications.
