On Saturday 7 June Charlie Banner KC will be speaking at the Bar Conference 2025 on the panel 'Planning for development and the environment – impacts on public law'. He will be joined by Ruth Stockley KC (Kings Chambers) and the panel will be chaired by Richard Kimblin KC (No5 Chambers).
Last year, Charlie published the report of his independent review into legal challenges against Nationally Significant Infrastructure Projects and in February 2025, the government published its planning reform working paper: Streamlining Infrastructure Planning. With much political focus on the sector, this panel session will consider the evolving approaches in policy and law to both promote development of housing and infrastructure and the mechanisms most frequently litigated with a view to environmental protection. The panel will look at the interactions which are evident in the development of public law practice and procedure.
The session will explore:
How claimants are seeking to develop the law
Whether the thresholds for access to court are changing: standing, permission, costs
Merits, policy and the court - where does the forbidden territory start and end?
