White Paper Public Procurement Conferences

Fionnuala McCredie QC and David Gollancz will be speaking at the White Paper Public Procurement Conference: Awarding Public Contracts Skilfully and Lawfully within the Procurement Rules in London on 17 May 2017. Fionnuala will also be speaking at the same event in Manchester on 25 May 2017.

The conference will comprise of 7 lawyers and 4 industry experts providing answers to 17 thorny questions.

Fionnuala’s session will explore what the key is to an objective and legally robust assessment of a bidder’s past performance and how much weight you give to it, especially if the bidder is a start-up, a phoenix company or new to the market.

David will examine what the best practice model is for price/quality evaluation and scoring methodologies when budget settlements are tight, considering if there is a creative way of going beyond conventional price/quality formulae.

Other sessions include: how to eliminate inference or perception of bias at the tender stage towards certain suppliers; how to move post tender negotiations into compliant post award variations; how to create a golden opportunity to procure social value through your contacts; how to describe what you are looking for with more subjective criteria without giving the answer to suppliers; and what is a tangible methodology for avoiding widely differing bids and determining abnormally low bids.
